Vocational school No. 1 of Nukus city
Under the Ministry of Higher Education, Science and Innovation of the Republic of Karakalpakstan, training personnel at the initial professional level
Chapter 1. General provisions
- Vocational school No. 1 of the city of Nukus was reorganized in accordance with Decree of the President of the Republic of Uzbekistan No. PF-5812 dated September 6, 2019 from the Nukus College of Public Utilities and Services into Vocational School No. 1 of the city of Nukus.
- This Charter determines the status of vocational schools that train personnel at the initial professional level, their main goals and objectives, rights and obligations, as well as the procedure for organizing their activities.
- Vocational school No. 1 of the city of Nukus is an educational institution focused on social support for graduates of 9th grade and training at the initial professional level in accordance with the international classifier of level 3.
- Vocational school No. 1 of the city of Nukus operates on the basis of the Constitution and laws of the Republic of Uzbekistan, decisions of the chambers of the Oliy Majlis, decrees and resolutions of the President of the Republic of Uzbekistan, resolutions and orders of the Cabinet of Ministers, as well as other regulations and this Charter.
- Financing of Vocational School No. 1 of the city of Nukus is carried out at the expense of the State Budget of the Republic of Uzbekistan
- Vocational school No. 1 of the city of Nukus is a legal entity, has an independent balance sheet, property, a seal depicting the State Emblem of the Republic of Uzbekistan, a stamp and state-issued forms. She also has her own current account in the Treasury of the Ministry of Finance of the Republic of Uzbekistan and its territorial divisions, accounts in foreign currency and other details, concludes contracts on her own behalf, acquires property and non-property rights, fulfills obligations and can be a plaintiff and defendant in courts and arbitration bodies.
- The official name of the professional school No. 1 of the city of Nukus:
- a) in the state language: the full name is “Nukus kalasi 1-sanli kasip-oner mektebi,” the abbreviated name is “Nukus kalasi 1-sanli KOМ”;
- b) in English: full name – “Vocal school No. 1 of Nukus City,” abbreviated name – “VC. school. No. 1 of Nukus City”;
- c) in Russian: full name – ” Профессиональной школы № 1 города Нукуса,” abbreviated name – ” Проф.школы № 1 города Нукуса.”
- The location of the professional school No. 1 of the city of Nukus (postal address): 742000, Republic of Karakalpakstan, the city of Nukus, A. Utepova street, without a number.
Chapter 2. The main goals and objectives of the vocational school.
- The main purpose of our vocational school No. 1 of Nukus city is:
– implementation of 2-year general education and training of personnel in the form of full-time education based on integrated traditions of professional disciplines in groups created at the expense of 9th grade graduates of general education schools;
– meeting modern requirements in the chosen profession, preparing students as intellectually mature personnel possessing deep knowledge, practical knowledge and skills, as well as high spiritual and moral qualities.
The following are the structural divisions of the Nukus City School of Crafts No. 1:
– training specialists possessing the necessary knowledge, skills and abilities for economic development and industry development, as well as those capable of applying modern information and communication technologies;
– training on the basis of an educational program that provides the right to engage in labor activity in the profession acquired, ensuring quality education and professional training;
– development of students’ professional abilities, skills and abilities during the period of mastering the chosen profession;
– development of students’ skills and abilities in accordance with the requirements of educational standards;
– creation of a material and technical, educational and methodological base necessary for the educational process and implementation of work on attracting practical specialists with high work experience in the educational process;
– development of the system and content of professional training based on the needs of society, achievements of science, culture and modern innovative technology;
– Developing in students a sense of patriotism, national self-awareness, respect for national, cultural, and historical traditions of our people, and pride in our Motherland;
– development of students using effective methods and forms of collective moral education;
– maintaining the health of teachers and students, promoting a healthy lifestyle, creating sufficient conditions for their education, life and leisure.
Article-3. Rights and obligations of the Vocational School No. 1 of the city of Nukus.
- Vocational School No. 1 of the city of Nukus has the right:
– to conclude contracts on behalf of legal entities and individuals within their competence on the territory of the Republic of Uzbekistan;
– to carry out activities that are not prohibited by law and do not contradict the Charter of the school;
– organize competitions among teachers and masters of industrial training in order to improve the quality of educational services.
- Vocational school No. 1 of the city of Nukus is obliged to:
– fulfill the tasks established by the Constitution of the Republic of Uzbekistan, the Law “About Education”, decrees of the President and decisions of the Cabinet of Ministers;
– provide high-quality professional education in accordance with educational standards;
– maintain the educational fund and library of the school at a modern level;
– develop spiritual and moral qualities in students;
– promote the professional development of teachers and masters;
– ensure social protection of participants in the educational process;
– comply with labor protection requirements and create safe conditions for study and work.
Article 4. Students.
- Persons admitted to study at Vocational School No. 1 of the city of Nukus are considered students of this educational organization.
- School students are issued a certificate.
- Vocational school students have the right:
– obtain theoretical and practical knowledge in selected specialties that correspond to the modern level of science and technology;
– free use of educational and technical means, library funds, gym and other school resources;
– participate in various competitions, sports competitions, seminars and conferences at the district, city, regional and republican levels;
– put forward proposals and participate in discussions of issues related to the educational process and internal rules of the school.
- Students of the Vocational School are obliged to:
– strictly observe the school Charter, internal rules and standards of conduct;
– participate in educational and practical classes, carry out tasks of teachers and masters;
– observe safety precautions when using educational and technical equipment;
– undergo practical training in a timely manner;
– maintain cleanliness and order in educational and auxiliary premises.
– at the Vocational School, mobile phone users are required to comply with established internal rules and procedures for use.
– Vocational school students may be required to fulfill other requirements in accordance with regulatory documents.
- Students who have achieved academic success, active participants in social activities and others who have proven themselves can be awarded various forms of encouragement.
- Disciplinary measures are applied to students who violate internal order and rules of etiquette or who have committed offenses.
Article 5. Educational and scientific-methodological work.
- Teachers, masters and students are participants in the educational process.
- 20. Education at Vocational School No. 1 of the city of Nukus is carried out for 2 years on a full-time basis.
- Standards of the educational process are determined in accordance with educational traditions (qualification requirements, curricula and educational traditions).
- The theoretical and practical skills of students are determined in accordance with regulatory documents.
- After completing a course at the Vocational School, a decision is made to transfer the student to the next course, remain in the current course, or transfer to another course. Students are transferred from course to course or remain on a course by decision of the pedagogical council of the Vocational School and by order of the director.
- Education at the Vocational School is carried out in accordance with programs and methods developed jointly with educational institutions.
- To conduct systematic training and practical activities in enterprises and production sites, conditions are created for high-quality education and practical training.
- A student who has fulfilled all the requirements of the curriculum and academic disciplines is sent for state certification by decision of the pedagogical council of the Vocational School and by order of the director. State certification is carried out in the form of a practical exam in accordance with current regulatory documents.
- 27. By decision of the state certification commission, a state diploma is issued, which reflects achievements in training (work) and qualifying skills (qualifications).
- The diploma is accompanied by an annex containing a list of subjects studied, the number of hours, the degree of mastery (assessment) and the results of state certification.
- A diploma of completion of studies at a Vocational School provides the right to implement knowledge and qualifications in the labor market.
- In order to carry out educational, methodological, scientific, methodological and practical work, methodological associations in subjects are created at the Vocational School.
- 31. In the learning process, scientifically based innovative methods and teaching methods are selected.
- At Vocational School No. 1 of the city of Nukus, educational and educational work is carried out in accordance with personnel and national traditions:
– The Vocational School educates individuals devoted to the ideas of patriotism and national unity, which is directly related to the educational process within the framework of the social movement “Spiritual and Educational Development”, active participation in funds that promote personal development;
– In order to widely disseminate various forms of educational work focused on the rich national, cultural and historical heritage, the website and social networks of the Vocational School are being developed;
– Educational work on interest in fiction, reading books and library cultural development is carried out through propaganda work, organizing book exhibitions and promotional events;
– Educating young people in the spirit of moral and ethical growth, loyalty to national ideas and patriotism, the formation of personal views and opinions, the use of various forms of educational work aimed at national and cultural traditions and values.
Chapter 6. School management.
- Vocational education institution is headed by a director appointed by the Minister of Higher and Secondary Special Education of the Republic of Uzbekistan.
The service of the vocational school is managed by the director.Director:
– bears personal responsibility for the work of the vocational school;
– state bodies, legal entities and individuals, as well as other regions and connections conduct activities from the Professional Art School;
– measures to materially improve the work of existing teachers, production trainers and employees;
– issues orders and gives instructions that must be followed by employees within the limits of their independence;
– The director reports on the results of the management work to the Pedagogical Council, the Ministry of Higher Education, Science and Innovation, the regional government of the Republic of Karakalpakstan and the ministry.
- The Pedagogical Council is the highest body of the vocational education institution.
Pedagogical Council:
– to increase the quality of training and education of personnel with basic professional knowledge and basic professional guidelines for the development of vocational schools;
– examines the problems related to the admission of students, their transfer from one course to another and their withdrawal and makes relevant decisions;
– by increasing the activity of teachers and production trainers, confirms the high quality of their work, discusses their pedagogical experience and creative abilities;
– compliance with the requirements of relevant regulatory documents; examines the issues of assigning a professional category to teachers and production trainers and setting additional payments set at the base rate and makes recommendations on the relevant categories;
– Analyzes the reports of the State Certification Commission and Admission Commission;
– The pedagogical council includes the director of the vocational school, his deputies, teachers, creative educators, psychologists, information librarians. If necessary, representatives of production enterprises and employers may be included in the Pedagogical Council. The director is the head of the Pedagogical Council.
- Pedagogical council meetings are held at least once every two months. Decisions of the Council are made by unanimous, open vote. Decisions of the Pedagogical Council are enforced by the director’s order.
- The staff schedule of the vocational education school is drawn up, approved and systematized in the prescribed manner.
- A pedagogic board, a methodical board, and a parents’ board are formed and provide services in a vocational education institution.
- Association of the vocational society in the vocational education school, “Dream Girls Club”, representative of the youth society of Uzbekistan, pedagogical council, other community responsible for the educational process in the vocational education institution may be organizations.
- Departments of vocational education are organized and regulated by the regulation on the order of service.
- Vocational school teachers and production trainers will start cooperation aimed at developing education in the working environment.
Chapter 7. Pedagogical staff, educational staff.
- Persons with a corresponding high education, professional training and high moral qualities have the right to engage in pedagogical service in a vocational school.
- Employment of teachers, determination of their training load is carried out in the manner prescribed by law.
- To assess the level of pedagogical service of teachers and production teachers, the procedure for certification and granting the category of specialist is established.
- Improvement of pedagogical, psychological, professional skills and abilities of teachers, their retraining is carried out at least once every 3 years.
- Group leaders are appointed from among teachers to lead the educational, spiritual-educational, educational and organizational work in the groups.
- The rights and obligations, official duties, legal requirements and responsibilities of teachers, masters of production education and employees are determined by the requirements of the profession and are regulated in accordance with the labor legislation of the Republic of Uzbekistan.Teachers, masters of production education, and employees are obliged to achieve high results in pedagogical activity, the educational and scientific process, develop students’ skills of independence, activity, ingenuity, and resourcefulness, and to disobey the Charter of the vocational school.
- Teachers, masters of production training and employees are appointed and dismissed in accordance with the labor legislation of the Republic of Uzbekistan.
- A person who makes a significant contribution to improving the quality of the educational process, possessing high professional skills;
– for their contribution to the development of practical skills and medical activities in students;
– for the activity of teachers and masters of industrial education in research work;
– teachers, masters and employees of production education are appreciated for their active participation in the life of society, spiritual and educational life.
Article 8. Public associations.
- The Vocational School has public associations that unite teachers, masters of industrial training, administrative and support staff. The activities of these associations are carried out in accordance with legislative acts.
- The initial organization of the Youth Union unites students on a voluntary basis. The goals and objectives of this organization are aimed at uniting the youth of the Vocational School, promoting a healthy lifestyle, educating students and helping them adapt to society.
- The trade union committee of the school, registered in accordance with the Law of the Republic of Uzbekistan “On trade unions, their rights and guarantees of activity,” is a public association of employees and students.
Article 9. Property and funds of the Professional School
- 52. The professional school carries out its financial and economic activity at the expense of the State budget of the Republic of Uzbekistan and other sources not prohibited by law .
- 53. The salary of teachers, masters of production training and employees, as well as bonuses and incentives are established in accordance with the current normative-legal acts.
- 54. Budgetary funds are at the disposal of the Professional School and are used in accordance with the law to fulfill the tasks defined by the Charter.
- Property and objects of the Professional School can be used for the implementation of entrepreneurial activities during the school holidays. In particular, short-term paid courses for the training of drivers of categories “B” and “BC”, as well as rehearsal courses for various subjects, may be organized.
- 56. Equipment of classrooms, workshops and other objects is determined in accordance with the standard norms.
- The Director bears full responsibility for the effective and purposeful use of the property of the Professional School in accordance with the legislative acts.
- 58. For the implementation of its financial activities , the Professional School conducts accounting and statistical accounting in accordance with the applicable regulatory and legal acts , regularly analyzes financial activities , ensures the targeted use of funds and provides financial and statistical reports to the relevant organizations within the established deadlines .
- 59. Financial and economic activity of the Professional School is subject to control by authorized organizations in accordance with legislative acts.
Article 10. Reorganization and liquidation
- 60. Professional school is reorganized and liquidated by the authorized bodies in accordance with the law.
